Here&#039;s what I did and it worked - pretty simple, but lengthy.
First, took the laptop HD out and connected it as an external USB drive to a good computer with an up-to-date virus scanner.  Closed all active programs not needed on good PC and as soon as the Hard Drive was detected, I ran a manual virus scan on the new HD (showed up as drive H: on my good PC).  Waited - it found a bunch of infected stuff.  What it didn&#039;t or couldn&#039;t quarantine, I navigated to the files and deleted them myself.  
Second, I put the HD back into the laptop and turned it on.  Once it booted up (safe mode didn&#039;t work on my end either) and all the black window pop-ups came and went, I opened My Computer (find someway into your Windows Explorer).  I navigated to C:\WINDOWS and scrolled down to regedit.exe.  (I&#039;m running WIN XP MCE SP3.  If you can&#039;t see regedit.exe, then manually go to tools Folder Options and show all hidden files &amp; folders) 
Third, to get into my registry editor I right-clicked on the &quot;regedit.exe&quot; file and chose to &quot;Run as...&quot;.  This brought up a popup that asked me which account I wished to run it from.  I unchecked the &quot;Protect my computer and data from unauthorized program activity&quot; and hit OK (My only account is myself and I&#039;m the administrator).  
From here, I was able to FIND several of the items BLOGAdmin has listed.  I also could not run his two downloads provided, so what I did was edited them to find where the two keys in his fixes were and manually navigated to them.  For the &quot;Enable-Task-Manager&quot;, I found the key and deleted it.  For the &quot;Enable-Executables&quot;, I found the key and modified the value so it only read exactly as follows:   &quot;%1&quot; %*

Next, after verifying that I carefully searched all his keys above, I closed the registry editor.   
Lastly, within my Windows Explorer, I searched and manually deleted all the files and folders he identified above and then restarted the laptop.  
When it came back up, no blank windows and I was able to connect to the internet, update my antivirus, and now I&#039;m running another full system scan to be sure.  Also, I plan on deleting all items in my Quarantine from within my Norton.  Since this is my brother&#039;s laptop, I plan on yelling at him for looking at stuff he shouldn&#039;t have or downloading things he shouldn&#039;t have.  I&#039;m also going to tell him to spend less time on the computer and more time with his three kids and lovely wife.

I cannot get into the task manager in any way. I have tried the above referenced files but they will not work. Get back a box that says task manager has been locked by administrator.

I did download malwarebytes. It is not allowed to install even if I change the file to a .com.

I cannot get to safe made. Police Pro has blocked that as well.

I cannot delete the Police Pro program. I did rename it. That has stopped the continuous pop ups but did not unlock anything.

There is another program &quot;Security Tool&quot; which started making pop ups after I renamed Prolice Pro. I saw somewhere else that this is related to Police Pro. I found this program and did the same thing. However, every time I reboot it regenerates a random number and renames the program to that random number. For instance the program may be named &quot;678655&quot;. I rename it to &quot;z&quot;. When I reboot the program will still work and now its name is 893767&quot;.

2. Put it on your Desktop.
3. Boot into Safe mode with Networking.

5. When you are still in safe mode, run MalwareBytes and perform a Full scan. This should take around 40-45 minutes to finish and will find several infected files.
6. After the scan is finished, ask malwarebytes to clean all infections found.
7. Reboot and get again into safe mode. Run Malwarebytes a second time. It will find more infected files. Clean them up.
8. Boot now into normal mode and follow the original steps that I describe on the top of this webpage.</description>
